Book. Book condition: Good. No Jacket. Hardcover 8vo - over 7¾ - 9¾" tall "It is an axiom of English law that a sane adult is presumed to intend the natural consequences of his acts. We read a great deal in histories about the passing of particular pieces of legislation, of the arguments on the two sides, of the tactics or chances which led to success. There the story too often ends, as though the mere conclusion of the legislative process had automatically brought into being the set of conditions which the legislator had wished to create. This is to stop less than half-way. My intention in this book has been, first, to examine the genesis of negro emancipation and then to follow that policy in the particular shape - that of apprenticeship - which it was give, in order to see how far the result corresponded with the intention of the legislator. What is likely to be the natural consequence of such and such a legislative act? How far has allowance been made for administrative difficulties? Has the enthusiastic ignorance of public opinion been duly qualified by the knowledge and judgment of its leaders? How does the statute emerge, in the end, from the mill of human obstinacy, apathy and selfishness? Are its results such that, had they been accurately foreseen, it would ever have been passed?.." 398 pages with index. Book is in GOOD condition. Underlining in one paragraph only on page 7.
