"The Battle of France, the Battle of Britain, the Battle of Greece, the Battle of Russia, all have meant much to us--but the Battle of South America my mean most of all. "It already has gone through many phases, among them the struggle of the southern nations themselves to get ahead and the contest among the Powers for economic preferences. Today all this goes on as before, but a third and greater battle has also opened. In it the Axis alliance seeks a South American base from which to strangle the United States economically and crush us militarily, while we are marshaling every force at our command to combat it. "The course of the conflict abroad may well decide whether the Battle of South America is to be a 'shooting war' or one of continuing pressure and propaganda. But whether the guns blaze or not, we msut learn that for us it is of surprising importance.. "This all leads up to the consideration of South America's position in a warring world--the military history and present equipment of the different countries, the continent as a possible scene of actual fighting in the great struggle between the totalitarian states and the democracies, how the war has affected the economic life, the attacks and counter-attacks of propaganda, the fifth-column activities that are constantly breaking out in sensational news, the strife for the airways, the factors that encourage or retard cooperation with the United States in hemisphere defense. "And a final chapter makes practical suggestions of what to do. Togo wrote these memoirs of his time as Japanese Foreign Minister at the time of Pearl Harbor and again at the end of the war in the Pacific while serving a 20-year sentence for war crimes. He died in prison in 1950. The Japanese edition also contained a section covering events from the time he entered the Foreign Service until the formation of Tojo cabinet, but this is replaced by a translators' introduction in the American edition.
