Having addressed the "Chinese problem" and the "Japanese problem" with the earlier exclusion and immigration acts, by 1930 California was aware of the "Filipino problem, " since immigration from the Philippine Islands was not restricted because the law read "Filipinos, who are considered neither aliens nor citizens, because of their dependence upon the United States, are permitted to enter." This bulletin addresses the "deep concern" of "many thoughtful citizens" since "The present absence of restriction on immigration from the Philippine Islands opens the door annually to thousands of Filipinos, causing unjust and unfair competition to American labor.." Claiming not to be an argument "for or against Filipino exclusion" the book presents hard statistics on Filipino immigration: numbers, origin, gender, marital status, age, occupations, and earnings, finishing with "What were the causes of the anti-Filipino riots in California? Presented by Will J. French, Director, Department of Industrial Relations. The booklet has the shadow of a paperclip indentation at top edge, shallow upper corner crease to cover, long crease along lower edge with 1/4" tear at bottom edge. Otherwise clean and very good.
