The subject is a 1924 law which would have given veterans of WW1 a sum of money based on their term of service, and which law was amended several times to eventually result in the veterans receiving an annuity insurance policy which would benefit the veteran at the maturity of the insurance certificate. This debate dealt with a proposal to allow the veterans to turn in the certificates early, and realize some financial benefit in light of the hard economic times.
